So how does one go about leveling CAs in 3-2?

I run CA(flag)-3CVL-SS-BBV. CA firepower just doesn't cut it, and also because they can't DA all the time, the CVLs end up stealing MVP just because of the initial air strike (I load them with 1 green, 2 blue, and 1 radar). I tried to right out take out 1 blue plane but it ended in the enemy fleet surviving until the torpedo phase and fucking up my CVLs.
