They're both naturally beautiful and kinda dumb. There's also a certain appeal in making their personalities relatively innocent given Tenshi was a huge asshole in SWR and Utsuho was borderline evil in SA, both far more than your standard Touhou final boss.

I also must admit I've wondered if the tsunami disaster sparked even just the tiniest bit of extra love for the pair, given the whole earthquake + meltdown thing.
