I'd recommend watching https://www.youtube.com/watch?v=u8OsyGg7Rhs if you want a summary of how their relationship as 性癖コンビ progressed (first comment has timestamps). They've had quite a bit of interaction behind the scenes, so it's hard to judge if the progression is fast or not, but there did seem to be a change in tone after the legendary sleepover stream.

As for genuineness, I agree that they seem to play it up for collabs, though they do flirt outside of streams as well if their accounts on their interactions are to be believed. There was also the deleted twitcast where Tomoe accidentally called Sukoya her lover and then started back-pedalling with Sukoya saying that her excuses sound painfully obvious. They continued on saying that they haven't discussed if they are actually dating, but they spend enough time together that it would not be odd to call them girlfriends.
