Fusion is significantly more efficient in terms of energy produced per unit mass, which might be what he was referring to. It's also more efficient in terms of non-renewable resources consumed (at least potentially, depending on the source of the power used to induce fusion.)

This is assuming, of course, that we're specifically comparing the fission of U-235 to D-T fusion. Those are far from being the only fission or fusion reactions and I have no idea how all of them compare.
