I don't "decide" what's in-character, I *determine* it from the existing dialogue that establishes her character as defined by Kaguya's author.
If you don't like how Kaguya is written in TW, that's fine, there's nothing that stops you from not using it or writing your own where Kaguya is happy being wife #62, but it's silly to insist that Kaguya's characterization in TW is something that it definitely isn't.
