Somewhere above 600 for heavy fleet so you can get AS at the boss. Pic related gave me 522 fighter power at the boss, just 4 more than the 518 required.

Not sure about light fleet but you want enough for AP at the boss.

RNG was kind today.

I wouldn't really recommend this plane setup unless you also upgraded Iwai though; I had 522 fighter power at the boss, just 4 more than the amount required.
