It was less that she didn't get her way and moreso that it seemed like she was left with no other option and that destroying the barrier would have been the culmination of what she stood for as a whole. She accepted that she would have eventually got done in by a random youkai after being trapped in Gensokyo without any way to properly return back to the Outside World, so she chose to instead die a martyr's death and take down the barrier that separated the Outside World and Gensokyo to expose what she was trying to prove the existence of for so long. Of course, there's the fact that destroying the barrier threatened the entirety of Gensokyo but Sumireko wouldn't have known that.
