To make it optimal, I suggest theme based voting.

For instance, there will be a top 16 senbatsu,
but then there will be songs with a specific theme,
and members can be voted here,
and if a member is already in the top 16 senbatsu,
she will be removed from the themed rankings,
and the next in line would rise up.

There can also be a second standard idol song too, so undergirls could be in this song. My reasoning for this is the songs chosen for the undergirls and below are often generic since it's unknown which members would in the lineup. With themed voting, members can play on their strength, though I recognize that members do need to strengthen their other aspects, such that Master Yukirin can do sexy and cute and cool.
