Bern is Rei is just the 100 years old Rika. The Rika we know from Kai.

In Rei ending Rika "Frederika Berkastel" Furude went back to being just Rika Furude (meaning she will stop calling herself a witch and she won't use Hanyuu power anymore) with Berkastel keep existing in a god-domain

She is twisted because she is just what is left of Rika, she isn't human or anything.
