no it's not. just think of Xは in terms of "as for X," "if we're talking about X," etc. and for the uses, divide it into cases

there once was _a_ princess. _the_ princess was beautiful

このレストランは肉がおいしい the meat at this place is tasty
このれうトランは肉はおいしい(が、魚はまずい) the meat at this place is tasty (but, say, the fish tastes terrible)

あっ! 容疑者が逃げようとしている! (ah! the suspect is trying to get away!)
容疑者は逃げようとしている (the suspect is trying to flee (btw, what about you, guys?))
