Probably pretty weak compared to Byakuren's. They"re just a secondary effect to her attacks, after all. They already do over 400% damage to anything that has any sort of debuff or status ailment at all, or anything she already has slayer to.

They're best working together, with Byakuren loaded with IND to get a status or debuff to work, and Reisen to unload with her super-slayer.

Of course, for random encounters you could just give Reisen Kusanagi to have her superslayer against 10 of the 16 enemy classes even without status/debuff. She naturally covers 7 with her skill trees alone.
