They're relatively the same way. Coat the head first with mister super clear or your coat of choice after washing it. And then use acrylic, chalk pastels, or watercolor pencil to do the face up, and then seal again when finished.

The only difference you'll find is that the different materials take to painting differently. I think it's easier to paint resin than vinyl. But other than that the basic procedure of actually painting the face is the same. Also you can use the inside of the headcap as a small practice space to test colors.
