The answer is both. However, it's not in the way you might think it is.

To understand how Youmu and other half-ghosts came to be that way, you need to understand Mendelian genetics.

Half-ghosts are a product of an offspring that carries a ghost allele (represented as "G") and a human allele (represented as "H"). The Punett Square representation of a full-human would be "HH", and a full-ghost would be represented as "GG". A half-ghost on a Punett Square would then be "GH".

A half-ghost inherits the ghost allele from one parent, and the human allele from the other.

If a full human were to mate with a full ghost, you would cross a "HH" and a "GG". When you map this on a Punett Square, you would have a 100% chance that a "HG will be born.

If two half-ghosts were to mate, you'd have two HGs. In this scenario, you'd have a 50% chance that another HG would result, with 25% chance that you'd have a GG, with the other 25% being an HH.

If a ghost were to mate with a half-ghost, you'd have a GG crossing with a HG. In this scenario, you'd have a 50:50 chance of a GG or an HG.

Since both traits are expressed, as exemplified by Youmu's ghost-half being ever-present, both human and ghost traits are influenced by dominant genes. Because both genes are expresssed, there are no "vanishing traits" you might see from mixing recessive and dominant traits.

Under this, you can only have a half-ghost, a full ghost, or a full human. There is no inbetween. No 3/4 or 1/4 ghost-humans. The reason why this is the case is because this type of thinking is often used to refer to ethnicity, not genetics--Genes are typically inherited evenly in half-parts, whereas ethic identity doesn't need to have anything to do with genes.

So with this, Yuyuko probably fucked Youki before she died (HH x GH) and gave birth to Youmu before she sacrificed herself. She probably lost all memory of ever giving birth upon death.

Breed, Youmu. You must carry on the Saigyouji and Konpaku bloodlines.

In the genetic level, a "full ghost" could be conceived as a result of having two dominant "ghost" alleles (GG), and a "half ghost" has one dominant "ghost" and a dominant "human" allele (GH). If a full-ghost (GG), and a half-ghost (GH) were to breed, then there'd be a 50% chance that the offspring would be a half-ghost (GH) and a 50% chance that it'd be a full ghost (GG).

In this example, Youmu would've gotten a ghost allele from Yuyuko and a Human allele from Youki.
