You can't expect Yuuka to appear every time flowers come up. She not a flower youkai, she just likes flowers and gardening.

Sure, she's a 'capable magician' to the same extent that everyone who's anyone is Gensoukyou is, but compared to others in that category, she's not 'broken' in the least. High spiritual, magical, or youkai power is great and all, but against those who can also freely manipulate time, space, life and death, the mind, or the power of gods themselves, it doesn't mean much. Those kind of truly broken abilities are what make powerlevel discussions in Touhou so retarded and pointless; Yuuka's ability of just being really strong (be it physically or spiritually) doesn't come close.

It doesn't matter though. A character doesn't have to be the strongest to be the best.
