It makes sense for E5 since Iowa/Sara/Intrepid all have the same drop rate across all difficulty but for fletcher? You could be looking at the upward of 100+sorties for a 1% drop. E4 boss node rare drops are pretty overwhelming especially if you already have johnston from the last event and sammy from the food event.
