It felt more like Bern was meant to be a splinter of Rika, an alternative persona at best if you went off of that one line in Saikoroshi. Making Bern literally THE Rika from the Higurashi that we played through feels like a lackadaisical attempt at connecting the two, rather than having good reasoning too, especially since it takes the good ending away from Rika for no other reason than 'they look the same and come from the same source, so they HAVE to be the same person'.
