The entire point of gensokyo was to create a place where magic was still believed in, as the youkai were losing power in a world that was advancing in technology, I thought that sort of fit perfectly as in a drain dominion it's much harder to use magic. Overall I think it would be a buff since most nations aside from those that ignore drain research penalties avoid taking more than drain 1
