Human beings' base ability to recognize and distinguish cute and arousing stimuli is uncontrollable, subconscious and definitely not subjective. People sometimes like to lewd cute things, but that's another topic. If being aroused by things that should only be viewed as cute is often seen as a crime, then refusing to lewd obviously lewd entities such as Yukari should also be outlawed!

It's not about being sexual. There are unchecked amounts of sex appeal in those pictures. Miku is inherently cute and endearing, Yukari is inherently sexy and arousing.
