According to symposium of post-mysticism,
it's likely that Seiga intentionally let Yoshika's brain rot away.
See:
https://en.touhouwiki.net/wiki/Symposium_of_Post-mysticism
This doesn't necessarily indicate that Seiga had any ill-will towards Yoshika. In Taoism, the path towards enlightenment is to diminish the self and become like a new-born. Seiga could think of it as doing Yoshika a favor, by removing all her worries and reverting her into childlike innocence.
Especially if Yoshika had a traumatic life, letting her brain rot might have been the surest way to make her happy.
