It seems like you have a regional language issue related to non-Unicode languages.

Try this:

Control Panel >> Regional and Language Options >> Regional Options must be set to "Japanese" >> Advanced must be also set to "Japanese"

I had a similar issue with Kiniro no Corda for PC and this fixed everything.
