Too hard to say, especially when "best" isn't a very helpful term.
As a starting point, I guess Maki Hojo is one of the most prolific, representative, recognisable, etc. Consistently good performances even with the immense variety in her catalogue. She's not even my no.1 but these "of all time" discussions usually need someone with the industry impact that goes beyond just being someone's personal favourite.
