Danmaku as a balancing mechanic is honestly pretty iffy, since there's such a strong correlation between danmaku skill and general power that it might as well not exist.
If danmaku really was all about skill, all the best competitors would be artists and math whizzes, which works for some characters like Yukari and Eirin, but many others, not so much, Utsuho is supposedly a really dangerous opponent despite clearly being an idiot, Youmu is half-baked and simpleminded but has no issue going up against powerful opponents, and Cirno having had her potential released made her far better at danmaku, too.
The idea that spell card rules would allow weak character to stand a serious chance to defeat a much stronger opponent has always been kind of a sham from a lore perspective, and that's not even considering the situations where spell card rules really make zero sense, like with Keiki, who has no reason to care about Gensokyo's rules and thought the situation was super serious instead of largely being intended as a play fight like most bosses.
