I don't think she outright has a majority of western fans but with a little investigation, I did notice she had a little more comments written in English than, since you took her as an example, Wriggle, although its not by much and they were the minority. (Yes, comments were made public for this year's vote, you can find it on the official site).
That partially explains that, but Mima also might just be unlucky & some of her traits are also seen in other characters that these artists eventually would go for instead. I don't think the bonds with Marisa helps Mima that much given how many characters can be associated with Marisa at this point, and she's kind of on her own besides that, outside of loose associations with other PC-98 characters. Competition with Yuuka might also hurt, another green haired woman with an attitude that originates from PC-98.
