Open OP:s pic in any image editor. Remove white e.g make it transparent. Replace black with red or any color you want. Apply outline filter repeatedly with cycling colors until it covers all the transparent space.
Then, save pic and open in any GIF editor. Apply a color cycling filter and there you go. I just did a quick test it's super easy.
