Mamizou basically admits to wanting to declare war on the outside world in one of the fighting games, and youkai slaughtering thousands of people is literally canon within both mythological and touhou (Kasen outright confirms this with the literal mountains of bodies of the people she killed she poors on reimu) and that was just one oni.
Youkai, again, are nice to humans because they need them to fear them, they can't outright kill them all, and i'm sure some of them don't want to be as murderous as they were... but i promise you if they had the ability to do so a lot of the characters would Third Impact humanity with no remorse.
