When and where was this said? It doesn't make much sense for Tsugumi's Cure to work that way, as it came into existence as simply 'a virus that cures any disease or injury' without any such limitations. If someone really says that in the story, then it might also be intentional, with the researcher not knowing about Tsugumi's version. Then again, Tsugumi's version only fully infects a tiny percentage of its 'victims', or perhaps only a few have the 'perfect' version as they were there when it came into existence. Remind me to look this stuff up on the timeline next time I'm bored enough for this, I'm sure it answers these questions.

A deus ex machina is a sudden, non-foreshadowed, inconsistent plot twist that solves the problems in the plot. Blick Winkel was none of those. Throughout the entire story, you are bombed with information about the third eye and the fourth dimension, and even Blick Winkel's name is mentioned before the true route. It's what the entire story genuinely works towards, and a logical solution following from the plot. You might have been thrown off by genre expectations, since all of it is hard sci-fi (I recently discovered even retinal scanning display is real) and Blick Winkel's existence is more theoretical and speculative, but the story has no obligation to keep to genre standards.

If you're talking about Kid diving into the sea, that one is indeed kind of bullshit, but the story at least gives some justification; Cure virus has modified him to survive such a thing, as displayed in Sara's good end, where he makes an impossible swim to the surface without any internal damage (whereas normal people would drown and at least have severe internal damage). WHY he did that is a more difficult to explain thing, but eh, sometimes you just have to accept things without thinking too hard about them.
