Yeah, pretty much. The first time he got help with coloring was in Kagetsu Tohya - Koyama (who wasn't part of TM back then) helped him color some CGs, and even recolored some of the old ones (H-images from Flower of Thanatos, two of which were reused from the original novel). Then, Aotsuki Takao joined in helping Takeuchi with Fate/stay night, and he would later even make some servants in FGO (most infamously, Parvati).
I honestly don't know who helps him nowadays, I don't remember seeing any colorists credited anywhere in his recent work.
