Not sure. Doesn't seem like Mussolini exists in the setting. Hitler, Churchill, Roosevelt or Hirohito don't seem to be around either, although there is that one guy who looks kind of like Stalin.
Maybe in this setting Hitler got his scholarship and went on to get his master of fine arts degree and a college league marathon silver medal. Perhaps he went on to become a celebrated painted, famous for his cityscapes and mechanical designs, regarded as a pioneer both of art noir and pulp science fiction. Perhaps he lived a long, good, active life, leaving behind a treasure of art that would foster understanding and brotherhood among nations for years to come.
