It's best to think of it as a loose category than a music genre in the same way rock or techno are. To begin with, the name just implies that it's music you'd have to be under the influence of the "poison radio waves" to want to listen to, it doesn't suggest anything about the style of the music.

For example, depending on who you ask, this can be considered an early example of a denpa song (predating the term by several decades, in fact):

This is actually the theme song of the evil organization (the Shineshine-dan) from superhero show Rainbowman. Why could it be considered a denpa song? Because it's basically telling you to die over a hundred times, you yellow pig.

Of course, this is not the kind of music you typically find these threads, which tends to be doujin music and anison deeply entrenched in otaku culture (anime voices, bleepy-bloopy arrangements, lyrics about a tsundere robot maid etc. to name some stereotypical examples) and whose heritage can be traced back to eroge from the late nineties/early oughts attracting customers with bizarre themesongs, not tokusatsu from the seventies. But even within that space there are different things that can make something "denpa". Since you mentioned UNDER17, consider their debut song Ichigo GO! GO! (which actually is the themesong of a 2001 eroge):

While it's not anything a mainstream artist would produce, the composition, arrangement or even Momoi's falsetto aren't really things you wouldn't be able to find in a kids' anime. Except... the lyrics have a BDSM theme. The obi of the CD also recommends the customer to listen to it secretly by themselves.

Basically, what I'm trying to say is "Don't think. Feel and you'll be tanasinn."
