Mmmh, I guess not.
However, I just checked the translation for Yuuka's story, and it turns out Eiki doesn't even really say all that much on sadism. She just says that Yuuka has attacked a lot of people without much reason, which is A) pretty normal, look at Parsee, she just outright says she'll come up with a reason to attack Reimu after, and most of the flower incident is people just going around trying to find out what's going on and beating other people up along the way, with no regard as to whether or not it's necessary.
I still think it's reasonable enough to assume that Yuuka really was just dicking about back then, and it's due to the massive difference in power for the most part that means she beat them up so hard.

Also, Eiki's mirror and ability can be combined to discern whether someone was good or evil, the mirror can view all of a man's past deeds, and her ability is to make an absolute judgement on something being right or wrong, but that's not necessarily omniscience. Seeing as how Eiki immediately moves on from how she [Yuuka] attacked people for little reason to how she's lived to long, I can only come to the conclusion that it's actually not all that important in her eyes either.

Not necessarily, and it could be true that she already had a lead in terms of power over other youkai, but the main point here is that her power has *absolutely no bearing on her character whatsoever* if you ignore her hobby for lack of a better word.
Eirin's ability is more of a side effect of her immense intelligence and knowledge, and Hecatia's ability is more or less secondary to her role as the goddess of hell, since being a goddess is already kind of a cheat code in danmaku, and she's actually a major one instead of... whatever kanako is.

As for Rumia, I guess you might be right, she could be too prideful to consider it, but I like to think otherwise.
My main point in that regard is that Rumia *should* be very powerful, but instead isn't, quite the complete opposite. She stand out a little among the minor youkai for not being a beast youkai with limited comprehension and intelligence by virtue of their race, but by simply being inexplicably handicapped in some way.
Rather, it is more strange that she DOESN'T aspire to anything, rather than aspiring to be the strongest or greatest at anything.
My point here is that she should actually have great unrealised potential, but has only achieved an infinitesimal quantity of that for some reason.
Someone with as much free time on her hands as Yuuka would/should probably take interest in that kind of thing once she takes notice of the discrepancy, and Yuuka is exactly the right kind of whimsically chaotic person to go ahead to see what would happen.

But in all honesty, it is probably just me looking for connections where there isn't one really. I just happen to like the two separately, and like seeing them together so I come up with reasons why they could be linked.
Also, I'm quite drunk, so if this isn't coherent that's why.
