There are obvious limits to powers, such as Mystia's or Wriggle's, then there are powers like Iku's, which have no definable limit, and could potentially fuck everyone over. It might not kill everyone, but damnit, it could level every structure in Gensokyo.

And on the point of Seiga, her getting bored has to do with how they react to her. It's even stated that starting up conversation with her will only increase her interest, and there are enough interesting people in Gensokyo to last a hell of a long time. Hell, I'm pretty sure that the sun will go super nova before she gets bored of everyone and starts an intentional zombie apocalypse.

Also, danger levels are based off of several factors. Not everyone listed as being dangerous is actually dangerous. Like Satori. What is Satori going to do to you? On top of that, you can earn yourself a spot on the dangerous list be simply being powerful as all hell, like Suika.

Being alive implies that they fit all the criteria of life, which they do. As it is, scientists don't even know when a human is considered dead, and if it truly should be used as a metric to assume something is capable of living. There can be life without death, but not the other way around.

Since Mamizou is assumed to always carry around some alchohol, do you think we'll see her partying with the oni, or molesting Nue in her drunken rampage? Also, where does she fit in, power wise? She seems to be very old, so I'm assuming she's at least on par with the likes of Kanako.
