The way I wrote The Order was that they mostly knew they had zero chances of victory in the grand scheme of things, but still persevered out of a sense of duty or other reasons depending on the individual. Propaganda and false information isn't as much of a factor to keep them going, since an inquisitor could end up having a somewhat nice conversation with his sister who got monsterized into a kobold, not to mention being married to a demon, and a paladin could have a lengthy chat with a lilim about the eventual threat of extinction over the inability of having sons and the DL attempting to fix it, and neither of the two's minds would change that much. It's an organization-wide version of the roman soldier in Pompeii who died at his post because they forgot to relieve him. In a sense, it's either returning to a GRIM DARK PAST WHERE THERE IS ONLY WAR or gambling with the potential extinction of humanity, so they're fucked anyways.

This is without spoiling what the details of the DL's plan involving The Order is, apart from what I had her describe in Don't Doubt Druella. Of the entirety of The Order, just one single person knows what her actual end goal is. Of the DL's side, maybe enough to count with one hand, since not even the lilims are aware. At least within my story, obviously.
