I just checked a few Bushiroad BDs I own and all of the bigger concerts are on dual-layer discs. Only those that hold up to an hour of material (for example those added to D4DJ singles) are on single-layer BDs.

Well, it's not like they need to split a two-hour show into multiple discs, right? Unless it's a D4DJ concert that's cut in parts to jew out more of our money with the limited edition singles.

Is the Popipa show really that bad? I haven't seen it yet (I ordered it together with D4DJ Cover Tracks vol.3, so I'll have to wait another two weeks or so), but I doubt it based on what I've seen with other BDs.
I just checked Roselia's Einheit, for example, and the bitrate averages around 33 Mbps (it dips into low 20s, sometimes goes up to 45-ish). The only bad thing that stood out to me from a normal viewing distance on my 55-inch TV was that the cameras aimed at Non-chan's keyboard and Meguchi's drums from above were lower res and poorly upscaled resulting in very noticeable aliasing. Definitely not something I'd expect to see on a 2021 Blu-ray, but not fun-breaking either.
Another one, D4FES Lyrical Lily part (from the Boukenou ltd single). Averaging a bit higher, around 35 Mbps, just with peakier peaks (even up to 50, thanks to those LED screens in the back) and dipping as low as 18 to compensate, albeit not for long. I'll take it over pic related for sure.
Overall the bitrate could be a bit higher, but it's not as terrible as you describe. At least we get proper black levels, which is really important. There are BDs out there that have raised blacks and it's jarring af on an OLED. Perfume 8th Tour 2020, for example (that one also looks less crisp than the two mentioned above, also it's 30 fps with almost constant 36-37 Mbps bitrate).

I tested everything using a PS3 (as it shows bitrate in real time). It's by no means a professional measurement or anything, I just quickly checked a few songs out of curiosity.
By the way, what player do you use? I usually watch on a PS4 (also have an old Sony BD player that's used more as a CD transport lately), but I'm looking for something that plays UHD BDs. Unfortunately the market seems to be dying, the players that support all of the formats (Dolby Vision, etc.) either cost as much as my TV (if they're even available) or are made with cheap plastic, with no built-in displays and remotes worse than those that come with chinkshit Android TV boxes.
