Composers listen to music.

When they are composing, combinations of notes and sounds are swirling in their conscious and unconscious mind, you want a composer to block out all of the past musical phrases and candences they've heard while writing a song?

To have a list of everything they've heard next to them to make sure nothing sounds too similar?

This is simply how music is made. To be upset at this is to reveal fundamental ignorance of reality.

Whether this deliberate sampling however, is unprovable, especially with how much of an alcoholic ZUN is.

However, from a pragmatic point of view, consider this, those melodies from old Enka songs or game soundtracks would hardly be listened to by anyone, and in fact don't even sound that promising or noticeable, but once those notes (no matter how the similarities ended up in both songs) are revealed in their Touhou iterations, they become heart-stirring reknowned beloved musical compositions bringing joy to millions.

Bach, Beethoven and other renowned composers similarly exchanged sounds with their contemporaries. They heard performances from rivals or lesser musicians, or while attending on monarchs or riding in their wagons through busy towns passing by starving musicians on the side of the street performing for their daily bread, or from a chance melody they heard from their own children. Does that make any of their well-known beloved songs suspect, less meritorious, or less enjoyable?

Again, this is simply how music is created. Would you like to enjoy great melodies? Or to pick at every little thing that displeases your sensibilities? If you're the kind of person who's keen on the latter activity, you'll find life to be unbearable.

I for one love Touhou music, no matter to what degree ZUN is playing the part of a musical Dr. Frankenstein.
