Because she's a wolfgirl.

ZUN calls her a werewolf, and in ways she is werewolf-like (she allegedly becomes "monstrous" on the full moon) but in-game and through her dialogue we see that her "werewolf" form is a "wolf" form. Hence she has a imaizumi_kagerou_(wolf) art tag, like how Orin has a cat form tag. When she AWOOs in DDC, she turns into a wolf and starts bounding across the screen, and she says she becomes hairy on the full moon. You can actually see hair on her arms peeking out of her sleeves on her original portrait, though it's only really visible on zoom-in and most artists ignore that.
Basically Kagerou is a Twilight-type werewolf.
