It's simple. It uses this texture.

There are two circles he uses to give that effect and draws the the edges of the sprite around that. The first one is on the moon, but you can't notice it because of the way he makes it. The second circle is out of screen. He attaches the edges (0,0) to (0,256) verticaly about a circle, on the circle near the moon. Then he attaches (256,0) to (256,256) on the outer circle too big to fit in the screen, respectfully to the moon so they match up and don't twist the image.

As you know, DirectX uses UV coordinates on the image and XY coordinates on the screen to draw. He simply increases the U so that it looks like the image is moving and you're going through a tunnel.

This is, of course, all after he changes the color and blending of the image using DirectX so it matches beautifully with the background.
