Kagetora is so cool, she should have more screen time.
And actually, I have good news for you, she will be the main character of the Teito Seihai Kitan prequel. There was a chapter of it on GudaGuda Ace 1 where it showed Nobbu being sommoned and cutting the head of a common soldier, to then start molesting her female Master, Monkey being summoned by Rin and Sakura, Illya summoning an unknown Servant that looked like Tokugawa and Kagetora having Sacchin as Master. That's the reason why there was that page with Kagetora and Moneky in Type Redline, by the way.
Hopefully it will get released soon, even tho right now GudaGuda Ace RE is coming out.
