Suda's works are very unique and I don't think there are films or dramas similar to them but the closest things to Suda's Kill The Past series are

>The Red Spectacles (1987), StrayDog (1991) and Avalon (2001) by Oshii Mamoru (Could be a stretch but they're maybe or maybe not similar to killer7. They're however as meta as killer7)
Electric Dragon 80.000 V (2001) by Ishii Gakuryu (It's like a boss fight from killer7 or No More Heroes)
Charisma (1999) by Kurosawa Kiyoshi (It felt like a something Tokio Morishima would experience)

I always assume anyone with a "powerful gaming PC" is a filthy pirate, which means for these seedy individuals, emulators aren't out of the question on top of stealing Steam releases.
