How so? That's the case in both--Satoko is the instigator manipulated by Eua. Meguri mostly just fixed the glaring character and plot flaws and inadequacies of Satokowashi.

And on the contrary, one could argue that Meguri's witch Satoko is the more evil one.
She just wants to selfishly stay in 1983 forever (or force Rika to kill her) and so far she doesn't seem to mind causing the tragedies, other than for the hassle of it.
Whereas Sotsu Satoko was shown to have a strong "ends justify the means" belief, with a plan to create a perfect world for herself & Rika and she was shown struggling with guilt on multiple occasions through it, up to the point that she literally broke the fragment.

Sotsu and Meguri are just as ridiculous, are they not? Except with less robust reasons for Satoko's looper madness.
Eua giving Satoko whatever she wants and then misleading her is a constant.
