Gensokyo is an allegory by ZUN about apartheid era South Africa. The Youkai are the whites ruling the country. The humans, blacks, outnumber them but minority rule still exists. Reimu is Nelson Mandela. Her eternal service to the shrine represents Mandela's arrest and imprisonment. Reimu, a human representing the blacks, ever continuing victories against the youkai, the whites, represents the inevitable downfall of minority white rule in South Africa. The Moriya shrine, a less successful shrine than the Hakurei shrine represents the United Democratic Front, another black democracy movement party.

tl;dr

Humans are the niggers of South Africa. The more powerful they get, the shittier Gensokyo will be.
