It's not about cutscenes, it's about what the game conveys to you as you play it. Like how a defenseless creature running away from nightmarish ogres in a dimly lit room constitutes a narrative, instead of merely being the player pressing a key to avoid a fail state.

The devs at Frictional Games have written some articles on the matter that I've found interesting, I'd recommend giving them a read if you have the time. (Just replace the 0 in "blog").
