It's most definitely a summary of Arc/AE talking to Sialim in later chapters. You have one person mentioning the universe must not be allowed to grow (Sialim) and AE saying evolution isn't so bad.
This is why AE tells Sialim this when Sialim claims the universe can't withstand the expansion resulting from infinite possibilities of every person.

But granted MBBAN is a very obtuse thing and hard to read even for people who are autistic enough to read the manga multiple times.
CM stuff isn't entirely unrelated, but CM's goal isn't to expand possibilities, but rather to reduce every single possibility down to one. So it's a different kind of problem it seems.

Can Archetype be said to have authority over worlds other than Tsuki? The MBBAN manga implies she does.

Throughout the manga she is referred to as "the will of the World". And she only shows up because Sialim and Olga were creating simulations, making the simulated worlds into real worlds, and then destroying them. This implies Archetype is connected to all possibilities/parallel realities created on Earth even beyond the Fate/Tsuki split.
Near the end of the manga Sialim complains saying every human on Earth can't have every single possibility because the world can't bear the strain of those calculations. To which Archetype replies the world doesn't do calculations, it merely adapts and changes, and it doesn't obey neither Human Order nor human nature (makes sense since it governs them). And Archetype is the will of the world, she even said she can fix the world from her position but she prefers not to since it can have consequences, but that's not elaborated.

But it does seem pretty clear Archetype is operating on a scale that's even beyond the Compiled Events themselves.

The soul of the planet doesn't have purview over just the planet, but also any human phenomena, that is to say the world itself. The governing of timelines is a universal function performed by "the world". Archetype Earth as the Will of the World talked about this during her conversation with Sion in MBBAAN manga. She said that the world is at the mercy of Spiritrons, and it doesn't abide by the Human Order (which makes sense since it governs Human Order). She also implied that as the will of the world she can access this system to fix the world but it can have consequences and thus she doesn't just go and do it randomly.
