For either Matsuri-1 Rika or Matsuri-2 Rika to be the Rika we follow in Gou/Sotsu, it would require further intervention from Eua to bring her there, since the power allowing Satoko being able to make Rika loop with her if Rika dies first wasn't granted until well after that.
Given that Satoko dismisses the idea of Eua adjusting her looping abilities in Sotsu, I can't imagine her asking Eua to bring in Rika rather than just going through those five years again to set up the ideal Rika to break.
She may hate St. Lucia, but with how she is now, I doubt it'd be a huge stumbling block for her if she just sees it as a stepping stone towards her ultimate goal of keeping Rika in Hinamizawa.
