Sparkle your expeditions. Ex5 is the best but you need to sparkle everyone. Running 2-3 with subs also helps.

When I'm stockpiling resources I run Orel with this setup. I send the flag SS to expedition when it goes 70+ condition. Subs use less fuel than DDs as well so it's three birds with one stone when you sparkle subs at Orel.

Orel also drops a lot of DD/CL and when I get near ship limit I send one DD/CL + 5trash to 1-5 and run the first 3 nodes. I keep both my elite DDs and expedition DDs sparkled this way. Each 1-5 run is about 1500exp as well and it's far less tedious than running 1-1. It's just one run for ~76 morale
