Some japs on 5ch said that they went to a nude spa in Europe and only felt embarrassed when they randomly met a group of other Japanese tourists.
Maybe they feel less embarrassed when being naked in a foreign country, they might feel more shame in front of their countrymen due to familiarity, or they think that being topless on a beach is more normal in a abroad. I don't know about Hawaii, it's pretty normal to see young topless women in France at the beach.
Either way, they're always welcome to get naked in my country.

Have you ever wondered where these beaches are where they do topless photoshoots? This one for example was done on a public beach on Oahu Hawaii, near Goat Island (https://files.catbox.moe/11cvov.PNG)), you can actually see a guy sitting in the background on one of the rocks in the DVD, it doesn't look very isolated.
