It's a """"measure"""" against holospam. You know how they used to bump random nearly dead threads to get them above their general? It was done so that it would archive faster and they could get a new one up faster to post in. They even used to copy-paste posts from the same thread, or use some bot that would somehow autodelete the post 1 second after sending it. But the anti-bump measure remains, some threads that are close to falling off just do not get bumped.
It's random, I think, your next post might bump it, or you might need someone else to do it.
Now they are just straight up shitposting with new touhou threads or by copying old ones from the archive, which is something this very thread complains about.
