My personal opinion is that Pekora isn't desperate for an outfit and there's nothing wrong with that, I want her to take all the time feels it needs. People should stop badgering her and Cover about it especially after she's asked them to not worry about it. She herself said early in June that the outfit wouldn't happen in July so I see the Cover tweet as a "please, shut up you guys" type deal rather than any sort of apology to her as there was already no expectation from her that it'd be ready during that time frame.

The "problem" that people see is that Rushia's June 2020 outfit was announced as the start of all of sankisei getting outfits so in that sense it's been way more than a year since Pekora's technically got announced. I also think pointing out that other members have received more outfits from Cover is fair but it's also just a number and ignores whether they'd actually be satisfied with those outfits. If everyone always got the same amount of outfits you'd end up with some members having to accept something they may not be totally satisfied with just to make the numbers happy which defeats the purpose. It also ignores that work did go into her prisoner outfit and things like the Nousagi and other things she's mentioned. I think she first talked about working on an April Fools project back in like January and obviously she would have been working on it before then so that itself is a decent chunk of time.

The "thing" the breakdown was about wasn't about her birthday though I'm sure it was a part of the stress that led to it.
