She isn't, though? Of course it's not blatantly described what it is she's doing with her danmaku, but I have to imagine it's "science" of some kind for a few reasons. First is that she does not understand magic--she was LOOKING for it and says she wants to make it her own power. She doesn't know how magic works and in her world it, and even divine power, are seemingly not concepts (she assumes Reimu, a priestess, is using magic for example).
