The contract is for artwork, not goods. My mistake.
Can't return a work, the contractor has the right to be paid simultaneously when the work gets delivered to the contractee.
When one party agrees to complete a work and the other agrees to pay remuneration, a work contract becomes effective. The remuneration must be paid simultaneously when the work is delivered. That’s nip law.

Here’s the TL based on Chii’s 1/8/21 tweet and DM
October:
Uto tells Chii about a paid offer from an “undisclosed" contractee to Chii.
Chii accepts the offer.
November:
Chii delivers the work.
January:
Chii notices being unfollowed twice in a short period of time by Uto
Chii asks Uto what happened to the work offer with pay.
Uto explains the contract never happened.
Uto offeres to gift the pay, to Chii, Chii accepts in Amazon credits.
Chii says he doesn't mind a non-reply, and asks why he got unfollowed twice by Uto.
Uto doesn't reply.
Chii tweets about Uto
Chii deletes the tweets and issues an apology

Chii wanted to get paid and wanted to know why he got unfollowed twice in a short period of time by Uto. He got paid, and he also issued an apology and took down the tweets and DMs.
The thing is moot. But if you’re dying to know the details of what happened ask the party involved: Chii or Uto. Anything else is speculation.

Why nips angry based on Noteblog:
Chii’s DM reveals that the job was about rewriting arts. Also a “company” is involved.
Has “no idea if Chii was responsible for the thumb nail trace and deformed Uto( referring to @walfiee type Uto) derived from deformed Fubuki (referring to @walfiee type Fubuki) but its not commendable work” but mentions it anyway.
Angry how condescending the “offer to pay” sounds.
Pieces together a narrative, that after breaking out with successfully tricking people into thinking Uto belongs to Hololive, Uto is trying to erase the past by unfollowing. Implying that Chii was the thumbnail tracer and walfiee Uto artist and is trying cut ties with people who did her “dirty” deeds. Now that she's gained success.
