Yep, that's Gikei. Tons of great girls, but they chose to give the two least interesting ones the routes and almost all the h-scenes.

Both Gikei and Wagahime are great vns that are deeply, deeply flawed VNs in very different ways, but I'd definitely say Wagahime's the better VN overall. Gikei's problem isn't being a kinetic story, it's just doing Chusingura again, Gikei's problems are in how it executes the linear story it wants to tell, and then there's the ending of the second and third routes, where I'm honestly kind of convinced they ran out of money or time I still really like Gikei and if you like the historical fact infodumping inre games do then it's got plenty of that.
